CSOSE envisions the creation of a series of fully validated and standardized emission test and dispersion modeling methods for open sources that (a) rival those available for ducted sources and (b) serve as tools for stakeholders in conducting reliable assessments of open air source impacts and development of cost-effective control strategies where needed.

Mission:

 

The mission of the CSOSE is to (a) establish a system for identification and review of viable measurement and modeling methods for open sources and (b) establish a standardization process, including requisite method validation, that leads to published test methods of known reliability for use by the stakeholder community. The Center believes that this mission is best accomplished by setting up a public/private partnership of stakeholders having a strong interest in dealing with open air source quantification in a timely and efficient manner. It is desired that participating stakeholders span a wide range of organizations from the private sector to government agencies at the federal, state, and local levels, including organizations skilled in the fundamentals of test method and dispersion model development, application, and standardization. All of the Center’s deliberations will take place in an open forum setting that promotes interactive communication and the sharing of expertise with full transparency.
